The recommendation
of Sergt. Rounds herein _____
_____ __ was received at
this office Sept. 15, 1852 and
on the 13th of the next month
the Commander of the 7th
Infantry was informed
that under a decision of the
War Department of May 22
1850, Sergeant Rounds, being
Quartermaster Sergeant of the
Regiment was not eligible
to the appointment of Ordnance
Sergeant. But for this
ineligibility I would ____ ___
___ him second on the list
which I submitted to the
General-in-Chief on the 4 Ulto.
and his qualifications are so
much superior to the others in
consideration now on file
that I think the Commander
of the Regiment might be
advised that if this ineligibility
be removed Sergt Rounds will
be recommended for the first
vacancy that may hereafter
occur. Please see application
enclosed herewith.
The recommendation in
favor of Sergeant Abbott
will forward with others to
day for the consideration
of the General in chief.

I respectfully ask the favorable consideration of the Secretary of War for the Application of Sergt Abbott as he is an old Sergtand every way admirably adapted to and qualified for the position for which he is recommended I.E. Ord. Sergt at this post.
If an Ordnance Sergt is to be appointed for Fort Arbuckle I have respectfully to request that the office me be conferred on Sergt Rounds heretofore recommended and who has been a non-com officer in the 7th Inf since 1839. He has not been transferd to a company because it would have been unjust to deprive him of the advantages of his present position as Qr Mastr Sergt on so great an uncertainty, as the probability of his [being] the successful nominee for an Ord. Appointment against so many and meritorious applicants. But if any appearance of an appointment can be given he will be immediatly transfered so as to become eligible under the decision of the Secretary of War 22d May 1850, which _____ did not _____ previous to that date, and under the opp___tion
of which the most _____ and meritorious of our non com officers are excluded from promotions pertinent to this subject is a question at this post in which I respectfully ask your dec__ion.
The second officer in lineal rank is the Adjt of the Regt who has heretofor [assumed] command of the post whenever the permanent commander was temporarily absent on the ground that notwithstanding he holds a staff appointment recognized by law as it _____ from the Regimental Commander it does not exclude its possessor from the rights of command.
