I have the honor to bring to the notice of the department, the services of Sergeant Franklin Rounds, and Private Leo Cleho, of Co E 7th Inf and to respectfully recommend that they be granted "Certificates of Merit for Services in the War with Mexico" They both served faithfully during that war, and are now, two out of the only three soldiers left in the Company who served in it during the war. Sergt Rounds together with other non comd officers was mentioned by the regiment commander in his official report of the Battle of Monterey for "Bravery and great daring." Private Cleho was wounded at the Battle of Contrerac. They both sustain good character, and Sergt Rounds has filled to the satisfaction of his officers the office of 1st Sergt and Q M Sergt of the Regiment.
